You guys are AMAZING over one tick: The reason behind this is to stall their future expansion without aggressive acts. Seeing as we are both setting off from the same area of space it would be better if we could get a foot hold in the systems first. Especially as some of the systems we are about to move into are almost at max. Unbelievable SLAM! Ill work that angle tomorrow, but I say we hit them hard one more time to get them in the 60's!... I think our target should be around 60% as that way we can keep it down there and control the system without bringing any other additional attention. That would still put us WELL off any sort of conflict state as well.

He is praying on ships in Colonia, typically around Jaques. - He blew up Stump there doing passenger missions in an unarmed DBX.
We went after him and his shields are so good we got him down to a ring and then he kept SCB.
He's carrying -- RAIL, CANNON(Heat), Plasma, and an FSD disabler , also carries a Fighter bay ... pretty good pilot.
We had FAS and Plasma Python ... I made it out with 2% hull. Stump ran out of ammo so bailed.
Coordinating a 4 ship gank on this dude is a good idea.

Ok it just occurred to me (I forgot) that getting any Bounties and Fines accrued on ourselves, or other players, is also a way to fill the buckets for both LOCKDOWN and CIVIL UNREST!!
There is a chance that the times we got blown up and attained fines, plus I got fined for a couple other things, perhaps others may have as well, could have been the reason those buckets filled...and since FINES and BOUNTIES fill both buckets similarly it makes perfect sense that they both kicked off to pending.
That may be the easiest and likeliest reason they are pending.

We have no other reasoning for going into Civ Unrest or Lockdown. I did trade a few weapons, but yeah I know what you mean.

Just throwing this out there and this may be WAY too simple, it may be that because we are a dictatorship post boom will always be either lockdown or civil unrest. FDev may have set this as a role play. 1)The Dictatorship starts making profit is Boom, black markets evolve (role play not in system) the state is loosing money and power so cracks down i.e. Lockdown. 2)The system populous enspired by the luxury goods and services rise up against the Dictatorship and try to overthrow it. Seeing the Civil unrest the powers at be place bounties on all speaking out against the regime. if we monitor for the next few rounds and try to push to the civil unrest In a role play sense it is a logical way to look at it, however based on other components of the BGS, I think it is not really likely. But, lets watch. If we see a pattern perhaps there is a set of states set based on GOVT type.

But neither would be kicked out, they would just sit in eternal nothingness. As I can see at this moment as both factions are doing nothing in system just let them be. We can deal with an opposing faction when they rear their heads over the parapet, then we blow them apart. ๐๐ปAgreed 100% I was just commenting on the plausibility ๐

So we can kick SEC out until another faction joins our system??? Nope, they get to stay (according to the retreat rule set anyway). We have to wait until there are 4+ factions to give any the ole BOOT! ... but with arriving folks, we should be keeping them without much influence for the foreseeable future anyway. However, if we somehow manage a 100% influence and keep it that way there is the THEORETICAL chance to kick BOTH of the other factions out ... now THAT WOULD BE A COUPE! But, with the way EXPANSION works, the ability to keep 100% influence for the time frame it would take to keep BOTH in retreat I dont think its really feasible.

We will need to know that info well in advance, in order to arrange bounty hunting. Your bigger ships will be OK, but my FAS does struggle on its own especially in a Haz Res. We need to make sure you have a partner or utilize or lower level RES site when not in a wing. Also, interdicting WANTED ships out of SUPERCRUISE is another way to 1v1 bounty hunt dont forget! Keeping it super simple: Just be prepared to Bounty Hunt starting tomorrow and until we hit Expansion. For now kill ALL WANTED ships until further notice
Bounty Hunting will ALWAYS be a good thing in our system, with very few exceptions, but it becomes NECESSARY when in CIVIL UNREST and especially LOCKDOWN!

We, the lycanthropes, have been around since before recorded history ... descending down the centuries ... recently Cmdr Warflower found and examined ancient texts on a visit to Sol about the civilization known as the Egyptians.
